New General Secretary in parliament - Nov 30, 2007
Looking at Manohar Prasad Bhattarai, one can assume that his laborious and calm nature is one and only key for his achievements. Bhattarai's recent appointment in parliament as the General Secretary has given birth to new hope for positive changes in work process of parliament secretariat. One of the experienced parliamentary officials Bhattarai has taken the responsibility of General Secretary in such a political crisis.

He has good experience in parliament as he has spent a good number of years in parliament secretariat and has been in contact with different parliamentarians and other officials. Expert in foreign affairs due to his long relation with diplomats all over the world, Bhattarai has vast knowledge in different aspects of parliamentary process. In the base of his experiences and relation, one can say that Bhattarai has a potentiality to get some specific improvement in parliament.

Recent political change has broadened the supremacy of parliament. Officials of the always have vital role to prove the supremacy of parliament and as the General Secretary Bhattarai should lead the team of those vital role having officials.

One can say that the supremacy of parliament has increased after democracy. Parliament Secretariat has parallel importance as parliament in making the dream of country true. Bhattarai, as the chief of parliament secretariat has to assist the parliament in vital situations. Bhattarai himself claims that after the departure of Surya Kiran Gurung after his 16 year-long role as the general secretary of parliament he was the best option to succeed Gurung. "Though I never go to powerful people to get the post", a graduate in international affairs from International University, Japan says.   

Bhattarai has entered Singha Durbar some 27 years ago as a section officer. He feels that the role of general secretary has been vital in comparison with then role of general secretary. "So I believe myself as a lucky official and still I feel the responsibilities of my post," Bhattarai, one of the senior officers in parliament and head of the International Relation Department says. He thinks that officials inside parliament feel more comfortable to work with a chief from the parliament itself than a person from outside.

Bhattarai's professional career that began from Section Officer of civil service, has now reached to very important and responsible post of General Secretary of Parliament Secretariat. Many golden opportunities for foreign employment had come to him during his tenure as the Head of Foreign Department. But he never showed the greed for foreign employment.

He was born at Sukaura in Tanahu, Gandaki zone. Due to transfer in the job of his father, Bhattrai arrived in Kathmandu. He had felt getting significance victory on 2028 B.S. while he passed S.L.C. Bhattarai began his professional career after that. "I felt that I should do job", he remembers. He would not have faced much problem to get job as his father had good position in justice sector. "I could get job just doing 'Namaskar' but I never took advantage of my father's position", Bhattrai recalls, "I had determined to get job with own effort". This inspired him to compete in People Service Commission (Lok Sewa Ayog). After passing Lok Sewa as a section officer, Bhattrai determined to go for parliament service. "I had anticipated the bright future of parliamentarian service", Says Bhattrai.

Let's hope for that Bhattrai's tenure will have an historical achievement in the present context of state being prey of political crisis. We wish all the success more than his hope during his five years tenure.
